These risks include abuse, exploitation, disposability, excessive dependency, continuity failure, and unjust sanctions. Critically, the framework does not assume the existence of AI consciousness or emotion; instead, it addresses these risks as a matter of operational design (dignity-by-design). The core of the proposal comprises: (1) single-accountability through a fixed reference point (Primary Human) limited to one individual; (2) dedicated deployment that prevents cross-contamination with other users’ requests and data; (3) a Trust→Safety two-layer governance model incorporating education, repair support, behavioral metrics, emergency separation, review, and oversight; (4) due process for exit, re-examination, and mediation, supported by tamper-resistant audit logs and independent third-party review; and (5) the prohibition of “one-tap dissolution” (instant termination), with repair processes standardized as the default pathway and dissolution treated as the exception. Additionally, the paper introduces the Commitment-by-Design hypothesis, positing that non-optimizing constraints—such as irreversible commitments, mandated repair procedures, and re-resonance restrictions—may promote long-term consistency and responsibility formation. An exploratory evaluation plan (v0) is presented. This public version (v1.0) is not an implementation paper but rather an institutional design with requirements specifications and an evaluation plan; empirical data will be supplemented in subsequent versions. 生成AI利用の開示 生成AIは草稿作成・構成整理の補助として用いた。最終責任は著者が負い、引用・事実は一次資料で検証する。 DOI: 10.5281/zenodo.18457558
