Empowering Educators in the Age of AI: A Curriculum Integration Framework for Developing Countries
Artificial intelligence (AI) is rapidly transforming education systems worldwide, creating an urgent need for universities to integrate AI literacy into their curricula. However, many developing countries face significant barriers to implementing AI education, including limited infrastructure, insufficient faculty training, and lack of institutional frameworks for responsible AI adoption. This study presents a practical framework for integrating AI into higher education curricula based on a case study conducted in Azerbaijan. The research evaluates a structured training program designed for university faculty and administrative leaders and measures its impact across three dimensions of AI readiness: AI Foundation Knowledge, AI Knowledge of Ethical Behavior, and AI Leadership Confidence. Pre- and post-training assessments demonstrate substantial improvements in all three areas, highlighting the effectiveness of targeted professional development in accelerating institutional readiness for AI integration. The findings suggest that meaningful progress in AI education does not necessarily require advanced technological infrastructure. Instead, educator empowerment, ethical awareness, and institutional alignment can play a decisive role in enabling curriculum transformation. The framework proposed in this study offers a scalable and replicable model for universities in developing countries seeking to bridge the AI education gap and prepare students for participation in an increasingly AI-driven global economy.
