This whitepaper introduces the Unified Prompt Intelligence Framework (UPIF), a modular protocol designed to orchestrate, attribute, and govern prompts in generative AI systems. As large language models and multi-modal AI become embedded into critical infrastructure, UPIF provides a foundational architecture that transforms prompts from ephemeral input into structured, auditable, and policy-aligned digital assets. UPIF defines a seven-layer stack encompassing real-time co-prompting, cross-modal translation, personalized prompt adaptation, prompt attribution and versioning, compliance filtering, tone/brand enforcement, and adaptive feedback loops. It is model-agnostic, compliance-ready (GDPR, COPPA, EU AI Act), and applicable across enterprise, educational, and creative platforms. This framework establishes a new infrastructure layer—PromptOps—to fill a critical gap in the generative AI ecosystem by embedding governance before generation. UPIF is designed for open protocol development, ecosystem integration, and defensible IP positioning in future AI regulatory and commercial environments.
