Construction method of multi disaster command and dispatch intelligence system based on knowledge graph and large model

Addressing the issues of low accuracy and lack of practical relevance in the generation of emergency command intelligence for multiple disasters, this paper constructs a knowledge graph for multi-disaster command and dispatch, proposes a time-series-decision dual-weight adaptive retrieval enhancement mechanism, and integrates the large Qwen3-32B model to build an emergency command intelligence system. Ablation experiments based on a test dataset of 400 samples show that this method outperforms the original Qwen3-32B in terms of BERTScore and expert scoring, generating command intelligence that is more aligned with practical scenarios.
