Governance Geometry: The Substrate Layer That Execution Governance Systems Cannot Provide

The AI governance industry is converging on execution governance—systems that constrain what autonomous agents are allowed to do at the moment of action. These systems are necessary but structurally insufficient. They enforce rules. They do not define them. Without a foundational substrate that specifies what authority types exist, how identity is typed, how lineage is validated, what invariants must hold, and how authority is scoped and revoked, execution governance becomes a policy engine with deterministic flavor: powerful, but not sovereign, and brittle under the conditions of scale and drift that autonomous systems produce. This paper introduces Governance Geometry as the name for this substrate layer, defines its six foundational primitives, establishes the category hierarchy that positions execution governance systems as downstream implementations of the governance geometry substrate, and identifies the structural conditions under which every runtime enforcement system will require this substrate to achieve coherence, provability, and safety at scale.
