AI biosecurity needs technical amateurs as early-warning sensors

This policy paper argues that artificial intelligence (AI) biosecurity governance should expand beyond the binary choice of rigid institutional expert control versus open access. Drawing on recent discussions regarding AI-designed biological threats, it proposes a dual-track advisory framework that integrates structured, decentralized amateur foresight as a low-burden "early-warning sensor" layer. By establishing protected reporting channels and rapid expert triage for non-institutional, independent researchers, expert regulatory systems can become significantly more sensitive to weak, emerging risk signals on the rapid technical frontier without compromising safe exploration.
