A General Framework of Generative Artificial Intelligence for Primary and Secondary Education

With the rapid development of generative artificial intelligence (GAI), its application in education is gradually evolving from an auxiliary tool to a significant force reshaping the teaching structure. However, due to the characteristics of primary and secondary education—young learners, strong uniformity of curriculum standards, and high educational safety requirements—a unified framework for the systematic application of generative AI is still lacking. This paper, based on the perspective of the integration of educational technology and artificial intelligence, constructs a general framework for generative AI in primary and secondary education. The framework is systematically designed from five dimensions: "teaching objective layer—content generation layer—teaching interaction layer—learning assessment layer—safety governance layer," and corresponding implementation paths and governance mechanisms are proposed, aiming to provide theoretical support and practical reference for the intelligent transformation of basic education.
