When AI Acts: Governance Readiness, Accountability Gaps and Strategic Decision-Making in the Age of AI Agents
This conceptual preprint examines how the rise of AI agents changes organisational governance, accountability, and strategic decision-making. It argues that agentic AI systems are strategically different from conventional AI tools because they can pursue goals, use tools, access systems, and execute actions across organisational environments with varying degrees of human supervision.Drawing on technology adoption literature, responsible AI governance, strategic decision-making theory, organisational accountability, and emerging work on agentic AI governance, the paper identifies three interrelated governance challenges: the delegation of authority to systems that can act destructively at machine speed; the temporal accountability gap that emerges when harm occurs before human oversight can respond; and the organisational readiness deficit that allows agentic deployment to outpace governance capacity.The paper proposes an AI Agent Governance Readiness Framework as a conceptual tool for organisational decision-makers, researchers, and policymakers navigating the strategic and governance implications of agentic AI adoption.This paper is shared as a conceptual preprint for professional visibility, scholarly discussion, and future development.
