Prim-Lex Autonomous Driving: Eight-Dimensional Governance of Intelligent Transportation——From Single-Vehicle Intelligence to Systemic Safety
Autonomous driving is reshaping the global transportation system, with its safety governance involving multiple dimensions of technology, law, and ethics. The year 2026 has been jointly recognized by industry and academia as the “year zero” for L4 autonomous driving—China's intelligent driving solutions market is expected to reach RMB 267.1 billion, with L2+ level intelligent driving accounting for 67.5% of the market. The world's first global technical regulation for autonomous driving systems (ADS GTR) was officially approved and released at the United Nations, jointly led by China, the EU, the US, and other parties. Waymo's fully autonomous miles have exceeded 220 million, with over 4 million miles driven weekly; Baidu's Apollo Go has accumulated over 330 million kilometers of autonomous driving, including 220 million kilometers of fully driverless mileage. However, autonomous driving governance still faces the “fundamental dilemma of systemic safety”—single-vehicle intelligence has insufficient safety reliability in complex scenarios, and the coupling of the five functional modules—perception, decision-making, control, communication, and safety—has not yet reached a “global coherent state”. Based on the eight-dimensional framework of Prim-Lex Theory (Economic Climatology), this paper introduces, for the first time, autonomous driving governance into the mathematical expression of a complexified unified field. From Prim-Unity·Prim-Fire (autonomous driving computing energy consumption and computational efficiency) to Eight Trigrams·Eight Information (entropy governance of traffic information networks), it constructs a quantitative assessment system for autonomous driving system safety dimension by dimension. Using four empirical anchors——Waymo's fully autonomous safety statistics, the UN ADS GTR global regulation, China's “Vehicle-Road-Cloud Integration” pilot, and Tesla FSD accident data——this paper proposes the “autonomous driving system coherent state” as a unified criterion for assessing the health of intelligent transportation governance, providing a quantifiable, programmable, and auditable mathematical language and governance tool for the transition of global autonomous driving from “single-vehicle intelligence” to “systemic safety.”
