UTA: Unified Terminal Agent for Arabic Code Intelligence

We present UTA (Unified Terminal Agent), a self-hosted Arabic code intelligence platform that provides six interaction surfaces—Terminal UI, Web GUI, CLI, Daemon, Desktop, and Telegram—unified under a single Python-based core agent loop. UTA is architected as a composable system of tool registries, plugin bridges, model backends, and service modules, designed specifically for Arabic-speaking developers. The system integrates three distinct model backends: SAIF (a multi-expert cybersecurity suite), Averroes-Q (a bilingual Arabic-English instruction-tuned model), and DeepSeek (a general-purpose reasoning model), with automatic Arabic language detection and provider routing. UTA's terminal-native design philosophy prioritizes zero-subscription, self-hosted operation, no vendor lock-in, and first-class Arabic script support across all interfaces—including Arabic variable names, comments, documentation, and technical terminology. We present a comprehensive comparison with GitHub Copilot CLI and Codex CLI across eight dimensions: Arabic support, deployment model, extensibility, multi-surface architecture, cost model, model diversity, enterprise readiness, and plugin ecosystem.
