How can we determine whether a society is truly intelligent? This paper argues that collective intelligence is not simply the sum of individual intelligence, scientific knowledge, or technological capability, but a society’s capacity to process information, integrate diverse forms of knowledge, learn from experience, and improve collective decision-making. It examines how information flows between individuals, institutions, and decision-makers, and explores the roles of distributed knowledge, deliberation, social trust, institutional design, scientific error correction, and democratic processes in shaping collective intelligence. The paper also analyzes the conditions under which knowledgeable societies may nevertheless produce poor decisions through groupthink, information cascades, cognitive centralization, and institutional failure. Finally, it discusses the opportunities and risks created by artificial intelligence as a new cognitive infrastructure for society. Integrating perspectives from sociology, political science, economics, organizational studies, cognitive science, and systems thinking, the paper presents collective intelligence as a dynamic social capability that enables societies to transform dispersed knowledge into learning, resilient institutions, and better long-term decisions.
