The Integration of Artificial Intelligence and the Contributions of Behavioral Economics into Public Management in Morocco: Towards a Transformation of Administrative Practices and Public Decision-Making

In the era of digital native and growing demands for public performance, the purpose of this study is to investigate the role of AI and behavioral economics in public management in Morocco. The goal is to study to what extent such innovations can modernize administrative processes and improve public decision-making factors, while respecting local institutional and cultural conditions. The key question is whether these instruments can reinforce the effectiveness, transparency and accountability of public action, notwithstanding the organizational and ethical challenges they also pose. They find that AI is very cost effective to use to optimize decisions (prediction, automation), while nudges improve compliance of citizens with public policies. But the study also points to major drawbacks: institutional resistance, digital skills gaps and ethical risks associated with algorithmic opacity. The vision emphasizes the need for futurological governance, customized training, and strong regulations for an inclusive transition. This study paves the way for further investigations into the territorial appropriation of these new practices and the potential implications of these innovations for the inequality of access to public services.
