Regulating Artificial Intelligence in Bangladesh: Towards a Legal Framework for Ethical and Secure Implementation

Abstract

Artificial Intelligence (AI) is reshaping industries, governance, and public services globally. Yet its rapid progress poses unique legal, ethical and regulatory challenges. This paper presents an exploration of AI regulation in Bangladesh through reaching an alignment between the globally recognized practices and the National AI Policy, 2024 [1]. It discusses the policy aspects, ethical implications, governance issues, and the steps for the regulation of AI in Bangladesh. The study identifies existing regulatory gaps and presents recommendations for an effective model for AI governance. Regulated yet innovative AI is the right path towards protecting citizens from misuse of AI-powered technologies. The results of the study underscore the importance of full-scale legislation relevant to AI accountability, fairness, and security. Furthermore, in the face of the rapid expansion of AI technology, the study calls for a balanced approach, placing great importance on ethical considerations as we continue to innovate, ensuring that AI development is consistent with human rights and the fundamental values of society. In addition, the paper evaluates global AI regulation to recommend practices for adaptation in Bangladesh. Engaging with policymakers and industry experts can help Bangladesh develop an effective governance framework encouraging transparency, accountability, and trust in its AI systems. The research makes the case for a forward-looking and inclusive approach to the regulation of AI that can both reduce risks of harm and, on the other hand, unleash its potential in the service of sustainable development and economic growth. This study uses qualitative and comparative legal analysis to identify policy gaps and propose legally sound reforms.
