With rapid digital transformation taking place in all industries, the growing complexity of cyber-attacks, data breaches, and privacy violations have brought out the requirement for strong legal frameworks to protect users, organizations, and nations. While doing this, the systems cannot hinder technological innovation - crucial for economic growth as well as societal development - as the paper explores changes in the relationship between the evolving law and cyber security over time, particularly in terms of achieving a balance between pressures towards technological advancement and compelling need to protect digital spheres against the emerging cyber-attacks. The discussion reviews the present legal approaches toward cyber security, discusses regulatory models from various jurisdictions, and assesses the strengths and weaknesses of the existing laws.
