While doing this, the systems cannot hinder technological innovation - crucial for economic growth as well as societal development - as the paper explores changes in the relationship between the evolving law and cyber security over time, particularly in terms of achieving a balance between pressures towards technological advancement and compelling need to protect digital spheres against the emerging cyber-attacks.
