Section 1421(5)(a) permits redactions only to protect trade secrets, developer cybersecurity, public safety, United States national security, or compliance with law, and § 1421(5)(b) requires the published framework to describe the character and justification of each redaction. Identify each redacted passage, state the § 1421(5)(a) ground for withholding it, and republish any material whose withholding cannot be justified under the statute.

Documented technical and organizational protocols to manage, assess, and mitigate catastrophic risks (§ 1420(7)). A large frontier developer must write, implement, comply with, and clearly and conspicuously publish it; review it at least annually; and republish with a justification within 30 days of any material modification.
