An AI Maturity Assessment Framework: Development and Implementation of an Intelligent Evaluation Tool

This paper presents an integrated framework and an intelligent software tool to assess organizational maturity in Artificial Intelligence (AI). The authors developed the model by synthesizing key international references, including the NIST AI Risk Management Framework [1], the MIT CISR Enterprise AI Maturity Model [2], and the Microsoft Responsible AI Maturity Model [3]. They filled the existing gaps among these models with a new proposal that enhanced their practical applicability and methodological consistency. The framework organizes AI maturity into eight dimensions: strategic governance, risk management, technical capabilities, data infrastructure, human capital, ethics, and regulatory compliance. It combines solid theoretical foundations with a practical implementation that supports organizations in measuring and improving their AI maturity. The intelligent software automates data collection, assists experts in analysis, and applies adaptive algorithms to calculate maturity scores. The framework and tool create a transparent, replicable, scalable methodology that helps organizations strengthen responsible and effective AI adoption.
