Establishes a definition for "artificial intelligence" (AI) and "automated decision-making systems" within New York's state technology law, excluding basic software from these definitions. Creates the Office of Artificial Intelligence, headed by a Chief Artificial Intelligence Officer appointed by the governor, tasked with developing AI policies and governance, coordinating state AI activities, and providing guidance on AI usage. Charges the office with investigating resources needed for AI adaptation, recommending discontinuation of harmful AI systems, and annually reporting on AI use in government. Forms an Advisory Committee for State Artificial Intelligence Policy to advise the Chief AI Officer on best practices, policy, and research, with representatives appointed by state leadership. Exempts the AI Office and Advisory Committee from some director oversight, allowing independent operation within the state technology office.
