Amends California's Vehicle Code to regulate the development and deployment of autonomous vehicles. Defines "autonomous vehicle" as those meeting SAE Levels 3, 4, or 5. Requires the Department of Motor Vehicles (DMV) to adopt regulations for insurance and application approval processes for operating autonomous vehicles. Stipulates a $5 million insurance requirement for testing. Mandates human safety operators for autonomous vehicles over 10,001 pounds for testing, goods transport, or passenger transport. Mandates manufacturers disclose data collection information to purchasers. Requires DMV reporting of collisions and disengagements. From January 1, 2030, allows only zero-emission autonomous vehicles of model year 2031 or later under 8,501 pounds to operate, pending federal law compliance. By January 1, 2029, requires DMV to report on the technology's impact on public safety and employment. Prohibits issuing deployment permits for large autonomous vehicles without legislative and gubernatorial approval post-oversight hearing.
