Utah H.B. 286 Artificial Intelligence Transparency Amendments

Enacts the "AI Transparency Act" in Utah, establishing governance over artificial intelligence systems regarding transparency, catastrophic risk, and child protection. Requires large frontier developers—entities using significant computing power to create AI models—to create, implement, and publish public safety and child protection plans on their websites. These plans must detail assessment methods for catastrophic and child safety risks and involve third-party evaluations. Mandates developers to report safety incidents and modifications to public safety plans to the Office of Artificial Intelligence Policy. Prohibits false statements regarding risk management and allows redactions to traded-sensitive documents. Imposes civil penalties for violations, directs penalties to an enforcement account, and protects whistleblowers under specific conditions. Creates reporting mechanisms and establishes potential civil penalties for non-compliance. Commences this legislation on May 6, 2026.
