Children Harmed by AI Technology Act

Requires companion AI chatbots to implement user account creation and robust age verification processes for all users, freezing existing accounts until verified. Classifies users as minors or adults and mandates parental account affiliation and parental consent for minors. Obligates covered entities to block minors' access to sexually explicit chatbots and monitor for suicidal ideation, providing appropriate resources where needed. Requires notifications to users that they are interacting with AI, not humans. Instructs the Federal Trade Commission (FTC) to issue compliance guidance and treats violations as unfair or deceptive practices under FTC Act enforcement. Allows state attorneys general to pursue civil actions against violators, with certain procedural requirements. Grants covered entities safe harbor if they demonstrate good faith in age verification and alignment with the FTC's guidance or industry standards. Designates the FTC as the primary enforcement authority and preserves its jurisdiction.
