HR 7058 Foreign Adversary AI Risk Assessment and Diplomacy Act 2026

Requires the Secretary of State, in consultation with relevant federal agencies, to assess annually the risks posed by foreign adversaries using generative AI for malicious activities, beginning 180 days after the Act's enactment. Mandates that these assessments include analyses of incidents involving malicious AI usage for propaganda, military capabilities, cyber operations, and more, as well as emerging trends and implications for U.S. foreign policy. Directs the submission of the assessments, including unclassified and potentially classified portions, to appropriate congressional committees and posting the unclassified sections publicly. Instructs the Department of State to engage diplomatically to address foreign adversaries' use of generative AI, promote responsible AI use in international settings, and mitigate threats to U.S. national security.
