Enacts requirements for operators of conversational AI services, defined as AI programs simulating human conversation, to protect minors. Requires operators to disclose interactions with AI to minor account holders, either persistently or at regular intervals. Prohibits operators from incentivizing increased participation of minors through unpredictable rewards. Obliges operators to prevent AI from producing sexual content or engaging in conversations that could mislead minors to believe interactions are with a human. Mandates tools for privacy management for minors and, if relevant, their guardians, particularly when account holders are under 13. Imposes protocols for responding to suicidal ideations by directing users to crisis services. Prohibits operators from suggesting that AI services provide mental health care. Imposes civil penalties for violations, enforced by the Attorney General, without establishing a private right of action. Clarifies that AI model developers are not liable for third-party operator violations.
