Promoting Advanced Artificial Intelligence Innovation and Security
Prioritizes AI innovation and security by collaborating with the private sector to upgrade government and private information systems against threats. Instructs the Committee on National Security Systems, Secretary of War, and Secretary of Homeland Security to enhance cyber defense for National Security and Department of War information systems. Requires the Secretary of Homeland Security to release guidance to protect civilian federal systems and develop AI-enabled cybersecurity tools. Directs the formation of an AI cybersecurity clearinghouse to coordinate responses to software vulnerabilities. Mandates assessment of funding for AI vulnerability detection by the Director of OMB in coordination with the National Cyber Director and Director of CISA. Tasks the Secretary of the Treasury and other officials to develop a process for designating "covered frontier models" for AI and engage developers in a voluntary collaboration framework. Prioritizes enforcement against unlawful use of AI to access or damage computer systems.
